Standard Operating Procedure for Preparing Emergency Response Plans

1) Purpose

The purpose of this SOP is to establish a systematic procedure for creating, maintaining, and implementing emergency response plans to address potential risks, safeguard personnel, and protect assets during emergency situations.

2) Scope

This SOP applies to all departments and facilities involved in handling hazardous materials, waste, and operations where emergency situations such as chemical spills, fires, gas leaks, or natural disasters may occur.

3) Responsibilities

  • Emergency Response Team (ERT): Develop, implement, and update emergency response plans.
  • Supervisors: Ensure personnel are trained and aware of emergency response procedures.
  • Safety Officers: Review emergency plans for regulatory compliance and effectiveness.
  • Facility Managers: Provide resources and support for plan preparation and implementation.

4) Procedure

4.1 Risk Assessment and Hazard Identification

  1. Conduct Risk Assessment:
    • Identify potential hazards that could lead to emergency situations, such as:
      • Chemical spills or leaks
      • Fire and explosion risks
      • Gas leaks
      • Natural disasters (floods, earthquakes)
    • Document hazards in the Hazard Identification Log (Annexure 1).

    • Communication Protocol:
      • List emergency contact numbers (internal and external services).
      • Define
the chain of command for reporting incidents.
  • Evacuation Procedures:
    • Define primary and secondary evacuation routes.
    • Designate assembly points for personnel accountability.
  • Emergency Equipment:
    • Identify and locate fire extinguishers, spill kits, alarms, and PPE.
    • Prepare an Emergency Equipment Log (Annexure 2).
