Standard Operating Procedure for Containing and Managing Explosions in Hazardous Areas

1) Purpose

The purpose of this SOP is to provide a systematic approach for containing and managing explosions in hazardous areas to safeguard personnel, minimize property damage, and mitigate environmental risks.

2) Scope

This SOP applies to all employees, contractors, and emergency response team members working in areas prone to explosions, such as chemical storage rooms, manufacturing units, and laboratories handling flammable or reactive substances.

3) Responsibilities

  • Emergency Response Team (ERT): Respond to explosions, initiate containment measures, and manage emergency situations.
  • Supervisors: Ensure staff compliance with safety protocols and provide guidance during incidents.
  • Facility Manager: Maintain safety equipment, monitor hazardous areas, and provide resources for containment.
  • Safety Officers: Oversee safety measures, conduct root cause analysis post-incident, and ensure corrective actions are implemented.

4) Procedure

4.1 Identifying Explosion-Prone Areas

  1. Risk Assessment:
    • Identify areas where flammable gases, vapors, dust, or reactive chemicals are handled or stored.
    • Maintain an updated Hazard Identification Log (Annexure 1).

  3. Preventive Measures:
    • Install explosion-proof equipment, such as electrical fittings, ventilation systems, and containment structures.
    • Maintain clear access to emergency exits, alarms, and fire suppression systems.

4.2 Immediate Response to Explosions

  1. Activate Emergency Alarms:
    • Activate the fire or explosion alarm to alert all personnel and initiate
evacuation.

  • Evacuate the Area:
    • Immediately evacuate all personnel from the hazardous area following designated emergency exits.
    • ERT members must guide personnel to safe assembly points and ensure headcounts.
  • Emergency Response Actions:
    • ERT members wearing appropriate PPE must assess the explosion site for secondary hazards, such as fire, chemical leaks, or structural damage.
    • Shut off electrical and gas supplies to prevent further ignition.
    • Isolate the area and restrict unauthorized access using barriers and warning signage.
  • 4.3 Containment of Fire and Secondary Hazards

    1. Deploy Fire Suppression Systems:
      • Activate fire suppression systems such as sprinklers, CO₂ extinguishers, or foam systems.
      • ERT members must use portable fire extinguishers to control small fires, if safe to do so.

      • Identify and contain any chemical leaks resulting from the explosion using spill kits and absorbents.
      • Neutralize hazardous substances as specified in Safety Data Sheets (SDS).
    4. Ventilation:

    4.4 Post-Incident Management

    1. Search and Rescue:
      • ERT members must search for injured personnel under the supervision of the Safety Officer.
      • Ensure medical assistance is provided to affected individuals without delay.

      • Conduct a thorough investigation to determine the root cause of the explosion.
      • Identify gaps in safety protocols and implement corrective measures to prevent recurrence.
    5. Facility Restoration:
      • Inspect structural integrity, equipment functionality, and air quality before resuming operations.
      • Decontaminate the affected area as per regulatory guidelines.

    4.5 Training and Preparedness

    1. Employee Training:
      • Train all employees on explosion response, evacuation procedures, and the use of fire suppression equipment.
