Standard Operating Procedure for Conducting Fire Drills in Pharmaceutical Facilities

1) Purpose

The purpose of this SOP is to establish a systematic process for conducting fire drills in pharmaceutical facilities to ensure preparedness, train personnel, and evaluate the effectiveness of emergency response protocols.

2) Scope

This SOP applies to all employees, contractors, and visitors within the pharmaceutical facility and covers the planning, execution, and review of fire drills to mitigate risks and improve safety measures.

3) Responsibilities

  • Safety Officers: Coordinate fire drills, monitor compliance, and document outcomes.
  • Emergency Response Team (ERT): Assist in executing drills and guiding personnel during evacuations.
  • Supervisors: Ensure all team members participate in the drills and adhere to evacuation procedures.
  • Facility Manager: Provide necessary resources for conducting fire drills and ensure proper functioning of safety equipment.

4) Procedure

4.1 Planning the Fire Drill

  1. Drill Schedule:
    • Plan fire drills at least once every quarter to ensure regular practice.
    • Communicate the drill schedule to supervisors but keep it unannounced for the general staff to simulate real conditions.

  3. Pre-Drill Preparations:
    • Inspect fire safety equipment, including alarms, extinguishers, and evacuation routes, to ensure they are functional.
    • Designate observers to monitor the evacuation process and note any lapses or delays.
  4. Emergency Roles:
    • Assign specific roles to ERT members, such
as guiding employees, ensuring evacuation of high-risk areas, and managing assembly points.
  • Documentation:
    • Prepare a Fire Drill Checklist (Annexure 1) to document key parameters, such as drill start time, evacuation duration, and observations.

    1. Activation of Fire Alarms:
      • Simulate a fire scenario by activating the fire alarm system to alert all personnel.
      • Ensure the alarm is audible across all facility areas, including isolated or high-risk zones.

      • Guide all personnel to follow designated evacuation routes to pre-assigned assembly points.
      • Ensure priority evacuation for high-risk areas, such as labs, production units, and storage areas with hazardous materials.
    4. ERT Actions:
      • ERT members must check rooms and ensure no personnel are left behind, particularly in restrooms, storerooms, or secluded areas.
      • Assist individuals with disabilities or mobility issues during evacuation.
    5. Assembly Point Management:
      • Verify attendance at assembly points using department-wise headcounts.
      • Address any missing personnel and report findings to the Safety Officer immediately.

    4.3 Post-Drill Activities

      • Conduct a post-drill meeting with observers, ERT members, and supervisors to review the drill’s execution.
      • Highlight strengths and identify areas for improvement in the evacuation process.
